Draft letter discusses British agreement that the US should, in agreement with itself and the local authorities to begin construction of bases as soon as possible. It includes discussions on the leases to be agreed in London with the Colonial Office, for local labour and British companies to be employed, and British opposition to the Bermudan lease agreement as it currently stands. Incomplete document.
