I transmit to you herewith copies of a letter and
of the enclosures thereto addressed to this department by
the Admiralty in connexion with the restoration of a
monument to the men of H.M.S. "Assistance* who lost
their lives off Sandy Hook in 1783.
2.     I shall be glad if Your Excellency will transmit
a message, on the lines suggested "by the Admiralty, to the
Commandant, Seventh Coast Artillery, Fort Hancock.
