With referenoe to your despatch No.75S
(A 4903/63/45) of July 19th last I have the honour
to inform Tbur Lordship that a member of my staff
recently enquired of the Chief of the European
Bivisioa at the State Department whether there was
any truth In the story that the Japanese Government
had made a proposal to the United States Government
for the neutralisation of the Philippine Islands.
S. Mr. Moffat said that he had never heard
of such a proposal, which on the face of it was
highly improbable.
