Excellency: Z 0 DEPARTMENT OF STATE WASHINGTON September 1, 1939 In reply to Your Excellency's note of this morning inquiring whether the United States Government would be willing to undertake the protection of persons, property and interests for whose protection the British Ambassador in Germany and consular officers under his superintendence are normally responsible, I have the honor to state that in the event of a rupture of diplomatic rela- tions between Great Britain and Germany this Govern- ment will gladly accept. Instructions have been telegraphed to the American Charge d'Affaires in Berlin, and through him to American consular officers in Germany, authorizing them to act accordingly.
