y^jto.     of yoxix note of September 3, 1939, informing me
of the text of a declaration which has been made on
behalf of the British and French Governments affirm-
ing their intention of conducting hostilities with
a firm desire to spare the civilian population and
preserve monuments, and welcoming the President's
appeal on the subject of bombing from the air.
