US itS ^ - /M 7l /- DEPARTMENT OF STATE I ^sEP^y T^nT 1939 Excellency: ^^^^^ In a cable message dated September 3 the American Ambassador at London advises me of a note of the same day's date received by him from the Foreign Office at London, in language as follows: "I have the honour to request Your Excellency to be so good as to notify the United States Gov- ernment that in consequence of the state of war which exists with Germany and in accordance with the provisions of Article 24 of the Treaty for the Limitation of Naval Armament signed at London on the 25th March 1936 His Majesty the King of Great Britain, Ireland and the British Dominions beyond the Seas Emperor of India,in respect of the United Kingdom of Great Britain and Northern Ireland here- by suspends in so far as he is concerned all of the obligations of the said treaty* "2.
