Dear Mr. secretaryf
I enclose herein for the confidential
information of the United StateB Government an
aide memoirs defining the instructions as to
bombardment from the air which have been Issued
to the British commanders.     Similar instructions
have been issued by the French authorities and
it is understood that the Polish Government have
also agreed to Instruct their commanders in the
same sense.
In bringing these instructions to
your office I have been instructed   to request
that they be regarded as highly confidential and
that on no account should they receive any
publicity.   I am to emphasize that this communica-
tion   Is being made for the private information
of the United States Government only.
