September 26tb# 1939 My Lord, With reference to my despatch No. 1069 of the 19th September and connected correspondence X have the honour to transmit herewith copies of the teat of an address entitled "The Significance of the Pan American Movement" which was delivered by the Secretary of State, Mr* Cordell Hull, on the occasion of the celebration of "Pan-American Say* at the New York World's Fair on the 22nd September, 1939 . 2. As was to be expected in the circumstances ha drew the contrast between the war In Europe and the peace that reigns in the Americas and he referred to the fact that a Pan-American Conference was about to ¦set at Panama in order to devise farther safeguards for that peace. A system, he said, based on "the dlotates of International and morality*•..is far more conducive to the welfare of each and every nation than a state of affairs In which callous disregard of law and morality, with resort to brute force and unbridled violence, are the methods deliberately chosen for the attainment of national aims." 3.
