My Lord,
I have the honour to inform Your Lordship
that according to the newspapers the German Government
have addressed a note to the United States Government
recommending that American vessels in the waters near
the coasts of the United Kingdom and France should
avoid any "suspicious behaviour0, should obey demands
to stop, and should refuse offers of convoy by the
British or French naval forces,

reproduced In the "Sew IToife Times" of October 3rd
is enclosed herein*
