My dear Ambassador:
I reoelvsd your letter of November 1, Informing
me that you have been authorized by your Government
to enter into the suggested conversations with regard
to certain questions which have arisen from the deci-
sions reached at the Consultative Meeting of the
Foreign Ministers of the American Republics at Panama
and that you expect to receive instructions with re-
gard to these conversations.
I am very happy to know of the authorization
which has been given to you by your Government, and I
shall be ready to commence these conversations with
you as soon as you may so desire.
