Memorandum to Chancery* Would you, if you agree, kindly approach the State Department on the following lines as early as possible* The British Air Mission in Ottawa are anxious that one of their members, Group Captain J* M* Robb, should have an early opportunity of testing one of the North American training aircraft on order for the British Air Ministry, which has been fitted with new wing sections* This is with a view to determining whether or not the new wings should be specified in the large contract which is about to be negotiated with North American Aviation, Inc., for training aircraft* As the Neutrality Act would appear to prevent the flight of this aeroplane into Canada, X have been asked to enquire whether the U*S* authorities would authorize Group Captain Robb to test this aircraft at seme airport near the Canadian border, say at Buffalo, N* T*, or Burlington, Vermont* Alternatively, if the aircraft in question is not yet entirely m the property of the British Government,' the U*S* authorities might be 2 prepared to authorize a demonstration flight in Canada, say at St* Hubert, Montreal, for the object in view* Group Captain Air Attache' WASHINGTON, B.C., (j^—>^st p*Ay • 15th November, 1939* / / mm
