WASHINGTON, Nov. 10-Some exceptions to the requirements of the Neutrality Law requiring trans- fer of title on goods exported from the United States to the belligerent countries were made today by Sec-1 retary Hull- Under the President's discretion- ary authority to make exceptions in application of the law, Mr. Hull | specified that the transfer-of-title requirements should not apply to: "Personal effects and household goods or any other articles or ma- terials intended for the personal use of any United States citizen traveling on a valid passport. "Articles or. materials exported for relief purposes by the American Red Cross or by any person or or- ganization authorized '.^to. solicit and collect contributions under the rules and regulations issued by the Secretary of State. "Arms and ammunition intended exclusively for sporting or scientific purposes, when carried on the per- son of an individual or in his bag- gage.
