In accordance with our conversation of
November 14, I am enclosing herewith a copy
of Mr. Winston Churchill1s letter to Ambas-
sador Kennedy of October 5 and a copy of
Mr. Churchill's memorandum, as well as a copy
of the note from Admiral Phillips, who was
present at the conversation between Mr.
Kennedy and Mr. Churchill.
