I have read the Guatemala^ resolutions and
discussed them very shortly with Mr. Duggan. .Apart
from Resolution III about customs nomenclature and
procedure, which may perhaps lead to something concrete,
the resolutions seem to be strictly platonic.
Resolution VIII was a mode of escape from the
South American enthusiasts who wanted to talk about a
common monetary unit for the Americas without knowing
what it meant.   The United States Treasury apparently
regard this resolution as meaningless and therefore
harmless. ^4 JU
