Excellency:
I have the honor to acknowledge the receipt of
~/^~      your note no* 462 of November 1, 1939 informing the
Department of the decision to re-open the British
Vice Consulate at Tampa, Florida, and to appoint
Mr* Herbert George Goodfellow Fray, hitherto Vice Consul
at Jacksonville, as British Vice Consul at Tampa.
Acknowledgment is made also of the receipt of the certi-
fied copy of Mr. Goodfellow Fray's letter of appoint-
ment and a certified specimen of his official signature
and seal*
In compliance with the request contained in your
note there is transmitted herewith the certificate
recognizing the above-named appointee as British Vice
Consul

Consul at Tampa and the certified copy of hie letter
of appointment is returned.
It ie requested that the Department be supplied
with Mr. Goodfellow Fray's business and residence
addresses when available.

His Britannic Majesty's Consul for the states of South
Carolina, Georgia, and that part of Florida east of
the Apalachicola River, residing at Jacksonville,
Florida:
Be it known to all to whom these presents shall
come that,   by virtue of the powers vested in me by
His Majesty's Commission, I do hereby constitute and
appoint Herbert George Goodfellow Fray to be British
Vice-Consul at Tampa, Florida, with full power and
authority, by all lawful means, to aid and protect
&is Majesty's subjects visiting or residing at Tampa.
Witness my hand and seal of office at Jack-
sonville, Florida, this first day of November, 1939.
