My Lord Marquess,
I have read with interest Your Lordship's despatch
141? of the 14th December recording your conversation
with the Under-Secretary of State on the 12th December on
the subject of Mexican oil, and enclosing a copy of the
aide-memoire which you handed to him on that occasion.
I take this opportunity to express my entire approval
of the manner in which the views of His Majesty's
Government in regard to this question are set out in the
aide-memoire* as also of your decision, when speaking to
Mr. Sumner V/elles, to omit any reference to the practical
methods whereby the United States authorities might
discourage the import of Mexican oil into the United
States of America.
