honour to enclose herein a copy of the
aide-memoire regarding the Mexican oil
dispute which I handed to Mr. Sumner
Welles on February 9th.
8. I also enclose herein a copy
of the letter which, as reported in my
telegram No. 169 of February 7th, I sent
to .Yr. Welles on February 6th regarding
the terms of reference for the arbitral
tribunal proposed in the case of the
American companies.
