note no. 287 of July 8, 1940 informing the Department of
the appointment of Mr. Arthur ft&ward Yapp as British
Consul at New York City and of his arrival at his post
and assumption of official duties.    Acknowledgment is
made also of the receipt of Mr. Yapp's official signa-
ture and seal.

The biographical information concerning Mr- Yapp,
furnished the Department through your courtesy, has been
noted.    In this connection reference is made to the cir-
cular note of March 30, 1939 in which there was set
forth in detail the information desired concerning for-
eign consular officers in the United States and, as this
is incomplete concerning Mr. Yapp, it is requested that
full biographical information be furnished and a form
is enclosed for this purpose.
