U.S.BASES ON BRITISH TERRITORY
In conversation with Mr. Sumner
Welles on November 2nd I gave him a brief
account of the progress made as regards the
8 bases.     I then told him that the authorities
in London were anxious to have some i*4e as
to the views of the U.S.G. on the form which
the eventual document or documents in regard
to these bases should take.     For instance,
should there be one single document to cover
all eight or eight different ones?     And also,
was it contemplated that the document should
be in the form of a treaty which would need to
be presented to the Senate?
Mr. V/elles promised to look into the
matter and let me know.
