In one of our recent conversations you inquired
what the views of this Government might be as to the
form of the final leases to be agreed upon between our
two Governments for the bases acquired by the United
States in certain of the British colonies in the
Western Hemisphere.
I transmitted your inquiry to the Navy Department
and I am today informed that the Navy Department
believes that there should be a separate lease for
each one of the eight bases as there are slightly
varying conditions at each place.   However, many of
the clauses, as for example the court jurisdiction
clause, would undoubtedly be Identical in each lease.
I believe this provides the information you desired.
