Head of European division took note of this and appeared
to understand the point.     He personally thought our point
about prior consultation reasonable enough.
He told me that comments on our draft exchange of notes
will soon be ready;   a few very minor changes are being
suggested which will not affect general sense.
He hopes at the same tL.e to be able to produce text of
new contract with Pan-American Airways designed to meet our
objections to former contract.
