R. 2982 A IN THE HOUSE OF REPRESENTATIVES Januaby 20,1939 Mr. SuaiNEits of Texas introduced the following bill; which was referred to the Committee on the Judiciary IA BILL » To extend the jurisdiction of the United States District Court, Territory of Hawaii, over the Midway Islands, Wake Island, Johnston Island, Sand Island, Kingman Reef, Kure Island, Baker Island, Howland Island, Jarvis Island, Canton Island, and Enderbury Island, and for other purposes. 1 Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress assembled, 3 That the jurisdiction of the United States District Court, 4 Territory of Hawaii, be, and the same is hereby, extended 5 to all civil and criminal cases arising on or within the Mid- 6 way Islands,®Wake IslandPjohnston'^Island^and Island, 7®Kingman Reei^kure Island^Baker Islandf^owland Island, 8^Tarvis IslandPcanton Islani^nderbury Island, and the 9 waters adjacent thereto. In/ [OVER. 1 mated and taking place on any of these islands or in the 2 -waters adjacent thereto, and all offenses and crimes com- | mitted thereon, or on or in the waters adjacent thereto, shall 4 be deemed to have been consummated or committed on the 5 high seas on board a merchant vessel or other vessel belong- 6 ing to the United States and shall be adjudicated and deter- 7 mined or adjudged and punished according to the laws of 8 the United States relating to such civil acts or offenses on 9 such ships or vessels on the high seas, which laws for the 10 purpose aforesaid are extended over such islands, rocks, and keys. The situs for the trial of such civil and criminal cases 5* shall be the situs of the United States District Court, Territory 14 of Hawaii.
