(It cannot, I think, be the island of that name which lies at the northern i end of the Solomewt Islands under AustralJwL mandate. Perhaps the Naval Attache can help.) Subject to the question of Sand Id., I think it might be well to draw the S.D.'s attention to this bill in the same informal way as was done v/ith the Hepburn ftaval Report, since its provisions appear to prejudge the intentions of Arts. 11 and 111 of the draft exchange of notes at 177/82/3P, to which the S.D. have still not replied.
