Conference, ace my telegram i>o.l7 secret, memorandum
on position of unattached Islands "by the colonial Office
together with   foreign Office memorandum on policy was
forwarded on 11th iVibruary to yo\i.     In ca6e copies do
not reach you in time copies hove also "been sent to
High Commissioner for United Kingdom in New Zealand.
Copies of following memorandu have already "been forwarded
to the High Commissioner for United Kingdom in Hew Zealand
(1) on development of Civil Aviation,
(2) by United kingdom Chiefs of ; taff on defence
aspects.
