With reference to your Secret des-
patch of the 9th November, 1938, I have the
honour to forward a copy of a letter received
from Squadron-Leader E.A. Gibson, of the
Royal New Zealand Air Force, Chief Aerodrome
Engineer in New  Zealand, the officer in
charge of the recent Air Survey Expedition to
the Central Pacific Islands, covering a report
on the work of the expedition in Hull and
Gardner Islands (Phoenix Group) and Fanning,
Washington, and Christmas Islands.
