was drafted in advance of receipt of telegram to New
Zealand Government from Commonwealth G0vernment of 6th
March*       in view of leakage of information and having
regard to terms,of that telegram we are suggesting by
telegraph to Commonwealth and Hew Zealand Governments
that announcement on lines indicated in rry telegram
of 7th &ax*ch should "be made on i.;onday?      An informal
explanation on above lines can be given to New Zealand
authorities   if this seems desirable..
