His Majesty's Ambassador at Washington states that they probably wish to issue new licence to Pan-American Airways on 1st April and that Company is known to wish to restart its New Zealand service with additional intermediate bases in June. Concurrence has been expressed by His Majesty's Government in the Commonwealth of Australia in proposed instructions to His Majesty's Ambassador at Washington. In the circumstances, in order to avoid risk of any new action on the part of the United States, we are anxious to send them reply as proposed in ray telegram to Governor General of New Zealand of 7th March No.33 as soon as possible and we greatly hope therefore that His Majesty's Government in New Zealand will be prepared to signify concurrence at a very early date and without awaiting consideration by forthcoming Conference* Addressed to High Commissioner Wellington No. 3.
