There is no information available here beyond what is
contained in Dominions Office printed telegrams distributee
Slsto February as to the scope of the proposed Conference
but it seems possible from the language of the concluding
sentence of the Prime Minister's answer reported in my
above mentioned telegram that the Canadian Government
feel that they should have received an invitation and are
in fact angling for one*     If you wish any explanation
on the subject to be .given to the Canadian Government
you will no doubt inform the High Commissioner* Message
