I quite agree that it is much sounder to
get the desired answer as to general policy first.
Do you think it would annojr the State Dept to the
extent of oausing further delay by inserting at x
(right hand bottom of page 2) the words M for almost
two years now" or some such phrase   — merely to rub
in the delay. Actually the concession was granted by
us in July 1937.But I do not feel strongly about this.
