Syapathetic consideration has been given by Admiralty
to views of New Zealand Government but they are very
sorry that it is not possible in present circumstances
to spare a staff officer who is engaged at present on
war plan3j and that there is no other senior naval
officer available who has lately been in touch with such
planso     New Zealand Government can however rest assured
that Vice-Admiral Golv&n Will be in a position to
represent Admiralty views thoroughly well, and Admiralty
observe moreover that Commodore Horan is well able to
offer a second opinion, if any should be required;, from
the general naval strategical point of view since before
going out to New Zealand he made a study of the whole
problem of naval strategy in the pacific.
