Syapathetic consideration has been given by Admiralty
to views of New Zealand Government but they are very
sorry that it is not possible in present circumstances
to spare a staff officer who is engaged at present on
war plansj and that there is no other senior naval
officer available who has lately been in touch with such
plans*      New Zealand Government can however rest assured
that Vice-Admiral Colvin will be In a position to
represent Admiralty views thoroughly well, and Admiralty
observe moreover that Conraodore Horan is well able to
offer a second opinion, if any should be required, from
the general naval strategical point of view since before
going out to New Zealand he made a study of the whole
problem of naval strategy in the pacific.
