I asrree with Mr Rumbold's minute.
But I am not at all happy about the reluctance
of the U.K. Customs to retaliate* It knocks the bottom com-
pletely out of our case in the event of the U.S.G. not
after all coming into line. It may even conceivably be that
they nave somehow discovered already tnat we have no in-
tention of retaliating and that may serve to explain the
Group-
procrastination./Captain Pirie will in any case probably
agree that Pan-American or any otner company operating
from this side will be quite ruthless in taking advantage
of any failure to secure equal treatment for Imperial Air-
ways and no appeal merely ad misericordiam   is likely to
receive the smallest consideration in this highly competitive
business. Could we not therefore try and move our Customs
from/

from their position or at least ask -London to provide
us with alternative but effective ammunition? A letter
to the American Dept. would probably be the best channel ,
as heretofore.
