Dear Lee, (l^l) In reply to your letter, to Poster, of the 19th June, number 7025/2A/39, enclosing a draft telegram which you propose to send to the Governor of Fiji regarding, inter alia, the incidence of cost of the emergency landing grounds in Fiji, we concur in the proposed telegram, ((IV) and (VI) on page 3 of the draft), provided that the word "estimated" is inserted between "half" and "cost", No doubt the standard and method of construction v/ill be determined by New Zealand and we shall have no say in it, and we think, therefore, that before the work is begun we should know the extent of our liability. We do not, however, necessarily accept the view that, as a matter of principle, the cost in this case is a proper charge to Air Votes but in present circumstances, do not think it worth while to press the point.
