Dear Chancery,
With reference
New York's No.180
of the 21st ultimo, regarding the appointment of
the former German Minister at Ottawa to be Consul
General at Philadelphia, the enclosed newspaper
cuttings throw a little more light on the subject.
He is not known to have undertaken any special
activities but is being watched as far as it is
possible to do so.
He endeavoured to become a member of
the Consular Association and was informed by the
Secretary that the proper procedure was to call on
the President (who happens to be the dictator of
this letter).
