With reference to my despatch No. 1259
of the 11th November, 1939, I have the honour to
~lI transmit to Your Lordship herewith copies of a note
with enclosures from the State Department proposing
certain additions and amendments to their draft of
a Treaty of Establishment, Commerce, Navigation and
Consular Right* between the United States and India.
In acknowledging this note, I have informed the
Secretary of State that copies would be transmitted
to the Government of India*
