With regard to the question raised in the last paragraph of your letter, I take pleasure in informing you that we concur in the proposal that detailed arrange- ments be made directly between the local authorities in the Philippines and in Hong Kong. I may add that when the Department Informed the United States High Commissioner to the Philippine Islands on July 1 that it had no objection to the temporary entry of evacuees from His Excellency The Right Honorable The Marquess of Lothian, C. H., British Ambassador. -2- from Hong Kong, provided that the Philippine authorities had no objection, it suggested that the High Commissioner and the Philippine authorities confer with the British Consul General at Manila, I am, my dear Lord Lothian,
