To the Senate of the United Slates: To the end that I may receive the advice and consent of the Senate to ratification, I transmit herewith a treaty between the United States of America and the Dominion of New Zealand signed at Washington, September 6, 1940, amending in their application to New Zealand certain provisions of the Treaty for the Advancement of Peace between the United States of America and Great Britain, signed at Washington, September 15, 1914.
