No. 8. in Your telegram No. 2260, Provided that there is no objection from point of view of United States law (see [? Newfoundland] telegram 651 and my immediately preceding telegram) His Majesty's Government would see no objection to American authorities beginning construction on work at Placentia. We are also Swposed to agree that if in any particular case complete agreement is reached between United States authorities, His Majesty's Government and Colonial Government as to [? disputed] sites preliminary construction work should be begun without awaiting experts discussions in London or conclusion of formal lease.
