before we can consider suggestion of
entering into a simple lease as a means of over-
coming possible delay it is essential that we
should have a sufficient idea as to form which
U.S.Government desire settlement to take (vide
3rd para, subheading 2 of my telegram No. 21^2
which still awaits an answer).   We would also
appreciate your own comments on suggestion. t>
. It must incidentally be recollected that in C^J^C
p*4 [grp. undic. ] Newfoundland v/e have as yet no
final particulars as to location and extent of
areas to be leaaed elsewhere and are reluctant
to proceed to an arrangement in Newfoundland
which would create a precedent which might be
awkward.
