Sir, I am directed "by the Secretary of State for India to transmit for the information of the Secretary of State for Dominion Affairs copy of a letter addressed to the Foreign Office, relating to the "Hindustan Ghadr," the organ of the Ghadr party, published in San Francisco. 2. Mr. Amery feels that the Canadian authorities may not "oe aware of the objectionable contents of recent issues of this paper and of the undesirable influences which it must exercise from the wider Imperial point of view on Indians in British Colombia. It is known that a large number of Indians there are in receipt of this paper. He would accordingly suggest that, should Viscount Cranborne see no objection, the matter might be brought to the notice of the Canadian Government. I am to add that the import of this paper into India is prohibited by notification of the Government of India and that steps have been taken to prevent it reaching Indians in this country who are known to be subscribers to it.
