Dear Mr. Under Secretary, With reference to your letter of December 16th regarding the extension to certain other 3ritlsh possessions of the permission granted to the War Department to take aerial photographs of the central group of the Lesser Antilles, I write to say that the original enquiry contained in your letter of October 28th was forwarded to London by an air bag which was leaving just at that time. Unfortunately we learnt but only some considerable time afterwards that this bag had been held up owing to bad weather.
