I have the honour to transmit to Your Lordship1
~lt*    herewith a copy of the le tttr received from
'        Mr* Dunn at the State Department forwarding draft
leases In respect of the proposed United States
bases In Bermuda, Jamaica, Antigua, St. Lucia
and British Guiana.   One copy of each draft lease
Is also enclosed herein*     A copy of the appro-
priate lease is being forwarded by air mall to
the Governor of the Colony concerned*
2. It will be seen that In some cases the
geographical definitions of the bases at the
beginning of the leases contain items which have
not yet been finally agreed upon between the
British and American authorities - for example
In the case of Bermuda the lea.e as drafted
by the United States authorities implies that
both Morgan and Tucker's Islands are to be
leased to the United States Government for
the full period of ninety-nine years.
