My dear Lord Lothian:
I refer to my letter of August 13, 1940 conveying
a request of the War Department for permission to take
aerial photographs of the central group of the Lesser

Antilles and to your aide-memoire of September 4
granting such authorization.    The War Department has
now expressed its hope that the British Government may
extend the authority already granted to include British
Guiana, since it appears probable that similar flights
over
