Sir:
The treaty between the United States of America
and the Dominion of New Zealand which I signed on Sep-
tember 6, 1940 with Lord Lothian, amending in their
application to the Dominion of New Zealand certain
provisions of the treaty for the advancement of peace
between the United States of America and Great Britain,
signed at Washington on September 15, 1914, has been
ratified on the part of the United States.     I am,
therefore, prepared to proceed to the exchange of rati-
fications of the said treaty.
Accept, Sir, the renewed assurances of my high
consideration.
