I refer to Mr. Nevile
Butler's despatch No. 27 of the
10th January, and have to approve
the arrangements by which the
United States Vice-Oonsul at
Guadeloupe, when appointed, should
take charge of British interests
in the island.     I should be glad
if he would also assume protection
of the consular property.
2.   As regards the position of
Mr. Devaux, I am of the opinion
that so long as he remains in
French territory there is no need
to consider the continued payment
of his office allowance,
particularly as it would appear
