My dear Mr. President:
Ve represent on behalf of His Vajesty'a Government
in the United Kingdom, pursuant to Sections 4 <nd 7 of the
/ct of Kerch 11, 1941, that:
1) Every contract or agreement for the
disposition of any defense article or defense
information, pursuant to Section 3 of the Act
of March 11, 1941, to His Majesty's Government
in the United Kingdom shall be deemed to include
a clause th-t His T/aJesty's Government aill not,
without your consent, or the consent of someone
designated by you for that purpose, under the
Act, transfer title to or possession of such
defense article or defense information hy gift*
sale, or otherwise, or permit its use by anyone
not an officer, employee or a^-nt of His Majesty's
Government; and
2) If, as a result of the transfer to Kis
Uajtisty's Government of any defense articles or
defense Information, it is necessary, -ursuant
to Lection 7 of the Act of March 11, 1941, fully
to protect the rights of anv^citizen of the
