I enclose a copy of a tolecrara
just received from our JUnister at Bangkok
reporting that the Thai Government, owing
to the acute shortage of oil with which they
are faced, have been obliged to apply to
Japan for 5,000 tons.   I think that this
news re-inforces the view wlxich I expressed
to you. in our conversation yesterday about
the need for urgent action if Thailand is
to be prevented from falling completely into
