DRAFT PROTOCOL OF EXCHANGE The undersigned, Cordell Hull, Secretary of State of the United States of America (or Sumner Welles, Acting Secretary of State of the United States of America), and the Right Honorable the Viscount Halifax, K.G., Ambassador Extraordinary and Plenipotentiary of His Britannic Majesty at Washington, aeting for the Dominion of New Zealand, duly authorized thereto by their respective Governments, having met for the purpose of exchanging the ratifica- tions of the Treaty between the United States of America and the Dominion of New Zealand signed at Washington, September 6, 1940, amending in their application to New Zealand certain provisions of the Treaty for the Advance- ment of Peace between the United States of America and Great Britain, signed at Washington, September 15, 1914, and the ratifications of the Treaty aforesaid having been carefully compared and found conformable to each other, the exchange took place this day in the usual form.
