You will remember that when I saw
you last week I showed you two telegrams from
the Foreign Office indicating that the
authorities in London had good reason to
"believe that the Japanese Government were
about to take steps to demand that they be
granted bases in southern Indo-China.
I have Just had another telegram
from the Foreign Office stating that further
information received in London - which may also
already be in your possession - goes to show
that the Japanese Government have now instructed

their representative in Vichy to put
forward their specific demands, giving
July 20th as the time limit.    If the
French Government refuses these demands,
the bases will be occupied by force.
I showed the telegram to the President
this morning.
