I have today received the formal authority from the Secretary of Foreign Affairs authorising you to sign the Note and the notation and to delegate power to sign future notations. It will be necessary to keep this authority in New York and 1 am placing it for safe custody with the Bank of Montreal, but I enclose a photostat copy. I understand that you will be returning ere long to London and I therefore enclose three forms of letter which have been prepared by Messrs.Davis Polk & Company to be addressed to Mr.Balfour, Mr.Bewley and myself so that there may be no difficulty in the future about someone signing a subsequent notation. If you will sign them and return them to me I shall place them with the principal letter of authority to be held in safe custody with the Bank of Montreal.
